About this opportunity

Montgomery County, Maryland is requesting proposals for a neighborhood pedestrian and bicycle bridge feasibility study in the Twinbrook area, with proposals due March 2, 2026 under RFP 05-26.

The study evaluates four railroad crossing options and delivers an assessment of constructability (including environmental and land impacts), a benefit-cost analysis meeting federal requirements, and public engagement documentation with the Twinbrook community and other stakeholders. The project is funded by the US Department of Transportation Neighborhood Access and Equity grant under the Reconnecting Communities and Neighborhoods program. Final deliverables are intended to establish a preferred crossing option and support preparation of a 100% engineering design plan for that option. The crossing location is constrained to a two-way pedestrian and bicycle path spanning between railroad tracks and Rockville Pike (MD 355), positioned between Edmonston Drive and Twinbrook Parkway, serving both existing and planned residential and commercial development in the Twinbrook neighborhood and Robinwood area.
