About this opportunity

Prince George's Community College is soliciting proposals under RFP 027-004 for a feasibility study and program design assessment of aerospace and aviation workforce training programs, with proposals due November 16, 2026. The procurement carries a mandatory minority business enterprise (MBE) subcontract participation goal of 15 percent of the total contract dollar amount, and offerors must submit an MBE Utilization Affidavit and MBE Participation Schedule with their proposals.

Offerors that do not achieve the MBE goal must document good-faith efforts or submit a waiver request. The apparent awardee must submit outreach and subcontractor payment forms within ten working days of apparent-award notification. Performance obligations include monthly reporting of MBE invoices unpaid more than 30 days, three-year retention of MBE records, and liquidated damages for participation shortfalls.

The study must examine regional and statewide workforce demand, employer needs in aerospace and advanced manufacturing, credential structures, facilities and equipment, faculty credentials, work-based learning, start-up and operating costs, and implementation sequencing. The contractor must consult the Maryland Aerospace and Technology Commission and the Maryland Department of Labor, among other state, regional, and economic development entities, and conduct employer roundtables, workforce charrettes, and demand-validation sessions.

Deliverables include a written report with itemized facility and equipment cost estimates, faculty and staffing plans, potential industry partnerships, an implementation timeline, and a funding and sustainability plan. The contractor must also provide an executive summary, a presentation to PGCC leadership, all underlying datasets and survey instruments, and at least two progress briefings.

Offerors must submit past and present experience references for a minimum of six customer projects of comparable size and timeline, and omission results in disqualification. Higher education experience is preferred. Insurance requirements include commercial general liability of $1 million per occurrence and $3 million aggregate, technology errors and omissions and cyber/privacy liability of $2 million each, and excess/umbrella liability of $2 million. The contractor must comply with FERPA and Gramm-Leach-Bliley Act requirements and notify the College within 24 hours of any data security incident.

Pricing is a single hourly rate, quoted net with no discounts and inclusive of all costs. Offers remain binding for 120 days after the proposal closing date. Payment is net 30 on an arrears basis for approved invoices.
