About this opportunity
The City of Portsmouth, Virginia is requesting proposals for plumbing, mechanical, and electrical (PME) engineering consulting services under RFP 02-27-SKL, with proposals due October 13, 2026 at 2:00 p.m. EDT via eVA. The City strongly encourages participation by small, women-owned, minority-owned, and service-disabled veteran-owned (SWAM/MBE/SDV) firms, which comprises 10 percent of the evaluation criteria.
The scope encompasses engineering studies, assessments, design, construction monitoring, and commissioning services for mechanical systems (HVAC, chillers, VAV units, boilers, DDC controls), electrical systems (power distribution, lighting, building wiring), building domestic and wastewater plumbing, fire protection, telecommunications, security, and information technology infrastructure. All services must be provided by qualified, licensed personnel. Firms must be licensed by the Commonwealth of Virginia and provide professional liability insurance of $2 million, comprehensive general liability of $1 million per occurrence / $2 million aggregate, comprehensive automobile liability of $1 million per occurrence / $2 million aggregate, and workers' compensation insurance as required by Virginia state law.
The City intends to award contracts to multiple consulting firms deemed most responsive and responsible. The contract term is one year with options to renew for four additional one-year terms. Pricing is negotiable and not required in initial proposals; the City may request nonbinding hourly rate estimates during discussions. On renewal, pricing may not increase but may decrease with mutual consent.
Evaluation criteria are responsiveness to RFP provisions (20%), project manager qualifications (10%), personnel qualifications and experience (20%), firm organizational capability (20%), quality of workmanship and past performance (20%), and MWBE participation (10%). Interviews with top-ranked offerors are anticipated for November 16–20, 2026, with final selection on November 25, 2026. The City reserves the right to reject any proposals and to cancel contracts without penalty upon 60 days' written notice.
