About this opportunity
The County of Orange, County Executive Office – Procurement Services Division (CPO) is soliciting proposals for countywide armed security guard services on a five-year contract, with proposals due October 30, 2026, and questions due October 9, 2026. This is a fully electronic RFP requiring submission via the County's eProcurement Portal; no facsimile or email proposals will be accepted.
The scope encompasses armed supervisors and armed vehicle gate posts operating 24/7 across 22 County departments and over 18,000 employees throughout Orange County. Services include access control, vehicle and foot patrol, incident response, emergency response, traffic control, report writing, and law enforcement coordination. Respondents must maintain a fully staffed command center operating 24 hours daily, 365 days per year, and comply with all California Department of Consumer Affairs, Bureau of Security and Investigative Services (BSIS) requirements.
Minimum qualifications include active California Secretary of State registration, a valid California Private Patrol Operator license from BSIS, three consecutive years of armed security guard services within the past five years, capability to staff 24/7 operations, and no license suspensions or major labor violations within three years. Key personnel must include one on-site Account Manager with minimum five years' management experience, two field supervisors with minimum five years in private security, military, or law enforcement, and security guards with minimum two years' state-licensed experience. Performance standards require 100 percent staffing coverage for assigned posts, no post unstaffed longer than one hour, five-minute incident response, 95 percent on-time reporting compliance, and 98 percent monthly staffing fill rate.
Compensation is based on fully burdened hourly rates for security personnel, with all account management and administrative oversight included at no separate charge. Contractors provide all equipment, uniforms, communication devices, vehicles, first aid kits, body-worn cameras if required, firearms, and electronic reporting technology. The County supplies workspace, communication infrastructure, 800 MHz radios, and specialized equipment. The County does not guarantee minimum service hours or usage volumes. This is a cooperative contract available to other municipal, county, public utility, hospital, educational, and non-profit governmental organizations; contractors must pay a 2 percent administrative rebate on subordinate contract sales.
Evaluation occurs in three phases: written responses (500 points), presentation/interview (400 points), and cost proposal (100 points). John Wayne Airport operations carry additional Department of Homeland Security Safety Act certifications, TSA compliance, and federal background check requirements, with estimated badge processing costs of approximately $52 per employee plus $250 fees for unreturned badges.
