About this opportunity
Greene County, Missouri, is seeking a comprehensive electronic project management and construction project management software solution through Request for Proposal (RFP) 007-2026. The procurement aims to acquire an integrated software platform capable of managing all aspects of civil infrastructure project documentation, inspection, and tracking. Specific requirements include a robust document management system with capabilities for routing approvals, tracking project schedules, managing inspections, monitoring budgets, and processing change requests. The software must support expense tracking across multiple funding sources and integrate Geographic Information System (GIS) data collection using GNSS receivers. Vendors must demonstrate compatibility with Missouri Department of Transportation standards for Local Public Agency (LPA) processes and provide documentation of previous use in federally funded projects. Critical functional requirements include daily and monthly quantity tracking, field diary management with photo attachments, material submittal tracking, and certified payroll approval processes. The proposal is due on August 26, 2025, with the solicitation originally posted on July 29, 2025.
While no specific set-aside designations or disadvantaged enterprise requirements are explicitly stated in the document, the RFP indicates a preference for vendors with demonstrated experience in public infrastructure project management software. The software solution must be capable of integrating with existing county technological infrastructure and supporting complex project management workflows across multiple funding streams. Though no specific budget range is provided, the comprehensive nature of the requirements suggests a substantial investment in a sophisticated project management platform. The procurement appears open to both established software providers and innovative technology firms with proven capabilities in civil infrastructure project management. Prospective vendors will need to provide comprehensive references, demonstrate technical compatibility with state transportation department standards, and show a track record of successful implementation in similar governmental contexts.
