About this opportunity
Clayton County Public Schools, a Georgia school district, is soliciting proposals under RFP 003-27 for commercial real estate brokerage and land acquisition services, with questions due October 28, 2026 at 3:00 p.m. EST and proposals due November 11, 2026 at 3:00 p.m. EST. The solicitation carries a Small Local Business Enterprise (SLBE) set-aside of 5 percent bonus points, and SLBE-CLAYTON bidders receive 5 points in initial evaluation. Certified SLBEs located and operating within Clayton County receive a preference in evaluation. Bidders must hold a physical business presence and current business license in the applicable jurisdiction for at least one year before bid submission. The SLBE program applies to solicitations of $50,000 or greater and sets a contracting goal of 15 percent. Failure to achieve the goal or demonstrate good faith efforts results in a non-responsive bid determination.
Services include market analysis, property location strategies, site visit coordination, seller negotiations, transaction closings, title documentation investigation, title insurance and appraisal coordination, and contract and closing documentation management, along with other customary real estate transaction activities. Minimum qualifications require a licensed broker or consultant authorized to work in Georgia, at least three years of experience providing real estate and land acquisition services to governmental agencies, and general knowledge of Department of Education requirements. Proposals must include financial disclosures, provided as CPA-audited statements, reviewed or compiled statements, or self-prepared statements with additional documentation. The contractor must carry general liability and automobile liability insurance of at least $1 million each, plus workers' compensation, with CCPS named as additional insured. The contractor must register and participate in E-Verify and comply with the Illegal Immigration Reform and Enforcement Act.
Compensation is strictly commission-based, paid only upon successful closing of real estate transactions, and proponents state a commission rate as a percentage on the Attachment B cost proposal form. The initial term is one year, with automatic renewal for four successive one-year terms under the same terms, each terminating June 30. CCPS intends to make one award but reserves the right to make multiple awards or no award. Answers to questions will be posted by addendum on November 4, 2026. Oral presentations and interviews, if required, are scheduled for December 15–16, 2026. Proposals must be submitted through Bonfire only, remain valid for 180 calendar days, and are opened via Zoom immediately after the 3:01 p.m. EST deadline. Oral, telephonic, facsimile, emailed, and mailed proposals will not be considered.
