About this opportunity

The California State Teachers' Retirement System (CalSTRS) is requesting offers for a Quality Management Test Analyst position under its Information Technology California Multiple Award Schedule (CMAS) agreement, with offers due June 10, 2026 at 2:00 p.m. Pacific Time. Respondents must hold a current Information Technology CMAS agreement with the California Department of General Services — a mandatory eligibility gate.

The role supports complex systems software projects and enterprise-wide testing initiatives within CalSTRS' Technology Services division. The Contractor will participate in testing activities across various software development efforts, standardize CalSTRS' future-state software testing framework and architecture in alignment with enterprise architecture, and propose, define, and establish quality assurance tools, standards, and best practices at the enterprise level. The position requires on-site work at CalSTRS headquarters in West Sacramento, California, with a hybrid arrangement of 2–3 days per week, though CalSTRS retains discretion to modify this arrangement based on business needs.

The proposed project person must have at least ten years of IT experience with emphasis on software testing and quality assurance, plus five years of experience each in producing testing documentation, analyzing requirements, preparing test environments, using defect tracking tools, developing test cases for COTS and SaaS products, and analyzing test results. Desirable qualifications include enterprise project experience, pension administration systems knowledge, SQL database experience, and familiarity with tools such as Jama, Jira, Selenium, and Robot Framework.

The initial contract term is up to twelve months, with an option to extend for up to twenty-four additional months, at an estimated average of 160 work hours per month. Pricing is hourly-based with rates negotiated at contract execution. The estimated work start date is August 2026. Evaluation follows a five-phase process: Phase 1 pass/fail prequalification, Phase 2 technical qualification review (70 points), Phase 3 cost comparison (30 points), Phase 4 optional interviews and reference checks, and Phase 5 cost negotiations. All contractor personnel must complete background investigations compliant with CalSTRS policy prior to providing services or accessing confidential information. Invoices are submitted monthly in arrears with supporting documentation including purchase order numbers, weekly status reports, and approved timesheets.
