About this opportunity

The California Department of Forestry and Fire Protection (CAL FIRE) has issued a Request for Offer (RFO-ITS 1346) for CAD GIS Mapping services under Leveraged Procurement Agreement 5-22-70-25-001 to 359. The procurement seeks a contractor to improve GIS data quality for CAL FIRE's Computer Aided Dispatch (CAD) system, with the primary objectives of enhancing emergency response and public safety. Specific deliverables include updating map geometry and feature attributes, improving vehicle routing, configuring an ArcGIS Enterprise Server solution, and implementing mapping standards defined by CAL FIRE and the National Emergency Number Association (NENA). Mandatory qualifications for the contractor include providing a project manager, senior programmers, and programmers with specific technical skills in GIS and programming. The contract term spans two years from July 1st, 2025, through June 30th, 2027, with three potential one-year renewal options. The RFO response is due on June 13, 2025, by 4:00 PM PST, with specific requirements for staff qualifications and technical expertise.

The procurement has several key restrictions and requirements, including that all IT services contractors and staff must reside within the United States, and all electronic data must be stored in data centers located within the continental United States. The contract includes dedicated staffing provisions, with a cap of 160 monthly hours (1,920 hours per state fiscal year), and requires compliance with California civil rights laws and state security and confidentiality provisions. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the contract requires adherence to state diversity and inclusion standards. The cost structure allows for monthly payments made in arrears based on service hours, with a cost worksheet (Exhibit D) detailing potential pricing that includes a 10% provision for unanticipated tasks. Although a precise total contract value is not specified, the example cost worksheet suggests potential task-based allocations, with roles like Geospatial Engineers priced at $40 per hour and a Senior Project Manager at $60 per hour, indicating a sophisticated and tiered compensation approach for technical professional services.
