About this opportunity

The California State Teachers' Retirement System (CalSTRS) is requesting offers for up to five Full Stack Developers under IT CMAS, with offers due October 28, 2026 at 2:00 p.m. PT (extended via Addendum 1 from October 21). Respondents must hold a current IT CMAS agreement with the California Department of General Services as of the offer due date — this is a mandatory eligibility gate.

The scope is software development and testing for the Benefit Connect pension administration system, a MOTS web-based solution built on Sagitec Neospin framework using the .Net framework. Work is performed on-site at CalSTRS headquarters in West Sacramento, California, unless pre-approved for remote work. Each respondent may submit one offer containing one to three proposed project personnel.

Minimum technical qualifications include at least eight years of software development experience using Microsoft .Net, ASP.Net, MVC architecture, C#, and SQL Server; at least five years of automated testing implementation experience; and at least five years of test planning and documentation experience. Additional requirements cover defect tracking, data manipulation, and requirements analysis. Desirable qualifications are a four-year degree in Computer Science or related field and hybrid working capability of two to three days per week on-site.

The services period is up to twenty-four months with an option to extend up to thirty-six additional months, at an estimated average of 172 work hours per month. Compensation is hourly-based. The anticipated start date is January 2027. Evaluation uses a five-phase process: Phase 1 prequalification (Pass/Fail), Phase 2 technical qualification review (70 points), Phase 3 cost comparison (30 points), Phase 4 optional interviews and reference checks, and Phase 5 cost negotiations. Respondents currently providing services to CalSTRS under an existing agreement should not offer the same personnel if service terms would overlap.
