About this opportunity

The California State Teachers' Retirement System (CalSTRS) is requesting offers for one Senior Test Analyst to support the BenefitConnect pension administration system, with offers due September 23, 2026, and written questions due September 16, 2026. Eligibility is restricted to vendors holding a current Information Technology California Multiple Award Schedule (CMAS) agreement with the Department of General Services — a mandatory cooperative-purchasing vehicle that filters the bidder pool.

The Senior Test Analyst will perform test planning, test scheduling, test case development, defect triage and management, and date shift coordination for the recently implemented pension system. Minimum qualifications require at least ten years of experience as a test analyst on legacy system implementations, ten years reviewing and developing project deliverables, eight years using Test Application Lifecycle Management tools such as JAMA, and eight years of hands-on database and SQL experience within the last twelve months. Desirable qualifications include public pension-system experience, pension or retirement-related software projects, and automated testing frameworks.

Work is performed on-site at CalSTRS headquarters in West Sacramento, California, during standard business hours (Monday–Friday, 8:00 a.m. to 5:00 p.m.), with anticipated start of January 2027 and an anticipated service period of up to thirty-six months with an optional extension of up to twenty-four additional months. Staffing is estimated at 172 work hours per month on average. Compensation is hourly-based with rates determined during contract negotiation; invoices must be submitted monthly in arrears with supporting weekly status reports and approved timesheets.

Evaluation criteria weight technical qualification review at 70 points and cost comparison at 30 points, with prequalification as a pass/fail gate. The award process may include optional interviews and cost negotiations. CalSTRS reserves the right to select multiple project personnel from this RFO. The resulting agreement will incorporate CalSTRS' sample agreement terms, including background investigation, information security and privacy obligations, intellectual property assignment to CalSTRS, and knowledge transfer responsibilities.
