About this opportunity

The California State Teachers' Retirement System (CalSTRS) is requesting offers for one experienced Cloud Developer with detailed Amazon Web Services expertise to support the Enterprise IT Solutions and Innovation Division, with offers due June 9, 2026 by 2:00 p.m. Pacific Time. Respondents must hold a current Information Technology California Multiple Award Schedule (CMAS) agreement with the California Department of General Services.

The scope is full-stack cloud development covering design, development, deployment, and maintenance of scalable AWS-based applications and infrastructure, including cloud-native solutions, API development, CI/CD pipeline implementation, cloud performance optimization, application modernization, security hardening, and Infrastructure as Code automation. Minimum technical qualifications require at least three years of hands-on experience each in AWS cloud services, CI/CD tools (particularly GitHub), Infrastructure as Code (Terraform or AWS CloudFormation), web application development (Python, Node.js, or C#), Docker and Kubernetes, SQL/NoSQL databases, and encryption and compliance frameworks (HIPAA, GDPR, SOC2).

The engagement is estimated at 160 work hours per month with an initial term of up to twelve months and an option to extend up to twenty-four additional months. All work is on-site at CalSTRS headquarters in West Sacramento, California, during CalSTRS business hours, though CalSTRS retains discretion to modify work arrangements. Compensation is hourly, invoiced monthly in arrears with purchase order number, contractor information, weekly status reports, and signed timesheets required. The contractor bears all travel costs and must comply with background investigation, information security and privacy, nondiscrimination, workers' compensation insurance, and drug-free workplace requirements.

Evaluation is five-phase: prequalification (pass/fail), technical qualification (70 points), cost comparison (30 points), interviews (100 points), and cost negotiations (pass/fail). The respondent with the lowest hourly rate receives full cost comparison points; all others are scored proportionally. Written questions are due June 2, 2026, with an estimated work start date of July 2026.
