About this opportunity
The City of Fort Worth, Texas is issuing a Request for Information and Sources Sought for enterprise software licenses and subscriptions, with responses due November 21, 2026. This is market research only and does not commit the City to procure. The notice invites small businesses and City-certified Small Business Enterprises (SBEs) to respond, and it sets a 30 percent SBE utilization target for contracts exceeding $100,000. The City also states it is particularly interested in vendors with established operations in Fort Worth or Tarrant, Denton, Johnson, Parker, or Wise counties, a stated interest rather than a requirement.
The City seeks information on licenses, subscriptions, maintenance, hosting, security and compliance services, and ongoing technical support. Named publishers are Accela, BP Logix, ESRI, Euna Solutions, Everlaw, Microsoft, Oracle, Selectron Technologies, Trimble, and UKG, and the City also welcomes other software providers. Respondents must state their relationship to each publisher (direct, authorized reseller, certified implementation partner, or other), describe their services, and identify contract vehicles available to Texas local governments. The City asks for candid feedback on requirements that may unnecessarily limit small business participation.
The City's current incumbent arrangement is a Microsoft Enterprise Agreement through an authorized reseller, using a Texas Department of Information Resources (DIR) contract. The agreement covers approximately 9,900 users, 11,000 end-user devices, and 600 servers on a three-year term, with per-user, per-computer, per-processor, and per-product pricing.
Responses will not constitute negotiations or create preference in future procurements. They may inform future solicitations and become City property subject to the Texas Public Information Act, so respondents must mark proprietary information.
