About this opportunity
The Texas Animal Health Commission is soliciting sealed bids under IFB 554-27-003 for 37 low-frequency RFID stick readers, with written questions due November 12, 2026 at 3:00 p.m. CST and bids due December 3, 2026 at 2:00 p.m. CST. Bids must be mailed to the TAHC Purchasing Department, Attn: Bryan Krugman, 2105 Kramer Lane, Austin, Texas 78758, as electronic and facsimile submissions are not accepted. Attachment A requires vendors to indicate any applicable preferences, including Texas resident ownership, service-disabled veteran ownership, Texas-produced goods or services, and environmentally preferred products, along with HUB certification if applicable.
Units must comply with ISO 11784/11785 and include chargers, cases, USB data transfer cables, and charging cables with adapters. Required specifications include IP67 weatherproof construction, rechargeable battery life of 10 to 12 hours, a read range from point blank to at least 10 inches, WLAN, USB, and Bluetooth connectivity, displays with built-in clocks, storage of at least 250,000 records, and a minimum two-year warranty. Acceptable example models are the ALLFLEX AWR300 and DATAMARS SRS2i Stick Readers, or TAHC-approved equivalents. Vendors must submit complete unit costs for assembled and tested products.
The solicitation does not state a contract value or term. The contract is non-exclusive with no guaranteed minimum compensation, and the contractor warrants most-favored-customer pricing. Prices must be F.O.B. destination with freight prepaid and included in unit prices. Deliveries go to the TAHC Central Office at 2105 Kramer Lane between 8:00 a.m. and 4:00 p.m., Monday through Friday. TAHC may award by low line item, low total, or any combination serving its best interest, and may reject any or all bids. Payment is due within 30 days of satisfactory delivery under the Texas Prompt Payment Act. Contract award is anticipated in December 2026.
Vendors must acknowledge all amendments posted to the Electronic State Business Daily before bid opening, and failure to do so may result in rejection. The submission checklist requires the signed IFB, Attachment A, and a Federal Employer Identification Number or Social Security Number. Attachment A also requires E-Verify enrollment for employment eligibility verification and certification against employing former TAHC personnel terminated within the preceding twelve months. The opportunity is tagged to Travis County and four Austin City FIPS codes, and it was posted October 29, 2026.
