About this opportunity
The California Department of Corrections and Rehabilitation (CDCR), Enterprise Information Services (EIS) has issued a Request for Information (RFI) #C5613176 for developing a Reception Center (RC) Caseload Tracking Tool for Correctional Counselors (CCs) at three CDCR institutions. The tool must automatically assign cases to CCs during intake, provide real-time status alerts, track inmate length-of-stay, calculate individual CC performance statistics, and generate comprehensive reporting measures. Key system requirements include integration with existing CDCR and California Correctional Health Care Services (CCHCS) information systems such as SOMS, ERMS, BITS, EHRS, and EDRS. Contractors must submit a Letter of Interest with a capability statement not exceeding 10 pages, including company details and contact information. The RFI timeline includes question submissions due by December 4, 2025, response submissions by December 15, 2025, and confidential discussions scheduled for December 22, 2025.
The RFI does not specify specific set-aside designations or restrictions on responding organizations, though it indicates a preference for contractors with prior correctional environment knowledge. The system must support approximately 180 staff across three institutions, operating continuously seven days a week, 24 hours daily. While no specific budget range is provided, CDCR may proceed with a Leveraged Procurement Agreement, Request for Proposal (RFP), or Request for Quote (RFQ) based on RFI responses. The solicitation explicitly prohibits including bid cost information and notes that all submitted materials are subject to Public Records Acts. CDCR emphasizes that this RFI does not guarantee a contract award, and all response preparation costs are the sole responsibility of the responding contractors. Responses must be submitted to Faith de Leon, CDCR Contract Analyst, at faith.deleon@cdcr.ca.gov by the specified deadline.
