About this opportunity

The Massachusetts Department of Transportation (MassDOT), on behalf of the City of Lynn, has issued a Request for Information (RFI) for the procurement of a new 150 passenger, Subchapter T ferry. The purpose of this RFI is to identify readily available ferry designs that could be supplied for use in commuter service between the cities of Lynn and Boston, Massachusetts. The successful respondent will be responsible for the design, manufacture, testing, and warranting of the vessel, as well as providing operations and maintenance training and manuals. This procurement is expected to be federally funded, and therefore the selected builder must comply with all federal regulations, including Buy America and Fly America requirements. MassDOT/City of Lynn are seeking information on respondents' shipyard experience, existing designs, availability and timeline to build, experience with federally funded contracts, and experience with ADA and PVAG compliant vessels. The RFI also requests technical information on service speed, freeboard and bow loading compatibility, vessel length, passenger announcements, and potential cost reduction measures. Responses to this RFI are due on June 25, 2019.

This procurement opportunity is open to all qualified firms, and there are no set-aside designations or restrictions on the types of organizations that can respond. The RFI does not provide any information on incumbent vendors, current contractors, or existing infrastructure or technology that requires integration. Additionally, the RFI does not specify any award values or budget ranges for this procurement.
