About this opportunity
The State of Michigan Department of Lottery issued a Request for Information (RFI) for a comprehensive Lottery Information System to manage all licensing and enforcement activities across multiple categories including retailers, organizations, bingos, charity game tickets, special charity games, raffles, halls, and suppliers. The system must serve approximately 30,000 external users and 50+ internal users and include deliverables such as a website portal for external public users, a mobile field application for code enforcement inspections, remote accessibility, electronic form submission and storage, document imaging with centralized repository, GIS component integration, and advanced search capabilities. Key system requirements encompass multi-modal data acceptance (OCR, electronic, manual), audit trail maintenance, mass correspondence generation, data response times not exceeding three seconds, revenue and expense tracking, inventory trending tools, electronic supplier ordering, Great Plains accounting system integration, ad-hoc reporting capabilities, online payment processing, and inspection and compliance program support. The RFI was posted on April 26, 2019, with a deadline for vendor questions by April 15, 2019, and a response submission deadline of May 13, 2019; all responses must be submitted through SIGMA rather than email. The State indicated that if it proceeds past the RFI phase, a formal RFP may be issued within six months and that selected vendors may be required to participate in oral presentations.
The State of Michigan does not restrict vendor participation by business type, organization classification, or disadvantaged enterprise status in the RFI materials provided, and the Department explicitly stated that it is open to solutions from companies outside the USA provided work is performed with secure infrastructure. The incumbent system is an in-house developed application currently running on Microsoft Windows; the Department uses Microsoft Office 365 and remains open to solutions implemented on that platform. The Department prefers Commercial Off-The-Shelf (COTS) products where available and anticipates the solution will operate as a standalone application separate from any Enterprise Content Management system. All response materials become property of the State and are subject to disclosure under Michigan's Freedom of Information Act, and the State will not be liable for any costs incurred in response preparation. While no specific award value or budget range is disclosed in the RFI materials, the Department has already allocated funding for this initiative and indicated that additional system integration requirements, professional consulting services needs, and specific performance metrics will be addressed during the formal RFP phase.
