About this opportunity
This procurement is a Request for Information (RFI) issued by the Health and Human Services Commission (HHSC) Procurement and Contracting Services (PCS) on behalf of the Department of Family and Protective Services (DFPS) Child Protective Services Program (CPS). The RFI seeks information on the availability and capability for operating inpatient psychiatric stabilization beds, psychiatric transition beds, or community beds for up to 90 days for children with complex behavioral health needs in DFPS conservatorship. DFPS is gathering information on the current statewide capacity of psychiatric hospitals, inpatient behavioral health programs, Residential Treatment Centers (RTCs), and Community Crisis Respite Centers to serve this population and the challenges to expanding this service in Texas. Responses are due by October 09, 2023, at 10:00 a.m. Central Time. The RFI requests information on the implementation approach, operational costs, and general questions related to serving this high-risk population, including barriers to serving children with a dual diagnosis of serious mental illness and intellectual/developmental disability or Autism Spectrum Disorder.
This RFI does not constitute a solicitation of proposals or an offer of a contract, and DFPS will not award a contract directly as a result of this RFI. There are no set-aside designations or restrictions on the types of organizations that can respond. The RFI does not list any incumbent vendors or current contractors, and no information is provided about any existing infrastructure or technology that requires integration. The RFI does not include any possible award values or budget ranges.
