About this opportunity

The Missouri Department of Social Services is issuing a Request for Information on Remote Patient Monitoring and Telehealth solutions to support the Rural Health Transformation Program across rural providers, with responses due September 9, 2026 at 2:00 p.m. CDT. This is an information-gathering initiative, not a formal procurement; no awards will result from responses.

The RFI comprises two tracks: Track 1 addresses Remote Patient Monitoring solutions to extend clinical oversight between appointments and identify emerging maternal health risks in rural communities; Track 2 seeks Telehealth solutions to connect rural hospitals and providers with specialists. Vendors may respond to one or both tracks but must submit separate responses for each.

Mandatory system requirements include HIPAA compliance, ADA accessibility standards, secure data encryption, full state and provider ownership of clinical data, human oversight in clinical decision-making, scalable deployment suitable for rural settings, and minimal IT support requirements post-implementation. Systems must integrate with major EHR systems using industry-standard protocols (FHIR, HL7, APIs). Responses must detail system capabilities, technical requirements, security and governance, implementation approaches, rural-aligned pricing models, and ongoing support services.

Vendors must include a Rough Order of Magnitude cost estimate. For Track 1, the estimate should address a maternal RPM program supporting 100 active patients across five rural provider sites (excluding device costs). For Track 2, pricing should cover a 25-bed rural hospital deployment with two telehealth carts, access to three specialties, and approximately 100 annual consultations.

The RHTP is supported by $216.3 million in federal funding from the Centers for Medicare & Medicaid Services with 100 percent federal funding. Responses must be submitted via email to Steven.Hoffman@dss.mo.gov. The State reserves the right to invite select respondents for live demonstrations or follow-up interviews for informational and market research purposes only. Responses will be considered public records under Missouri law.
