About this opportunity
The Oregon Health Authority is requesting information from qualified vendors on a centralized environmental health licensing and inspection database and management platform serving OHA and all 36 local public health authorities statewide, with responses due August 13, 2026. This is an RFI for planning purposes only and does not constitute a procurement or obligation, but will inform OHA's development of a future Request for Proposal.
The platform must provide seamless online and fully offline access enabling continuous health inspections and licensing of food, pool, and lodging establishments across the state. The current Environmental Health Licensing Software system, operational since 2017, supports approximately 14,000 food service establishments, 8,000 temporary restaurants, 3,200 public pools, and 2,400 tourist facilities. The existing contract ends in October 2026. OHA seeks vendor recommendations on deployment timelines, infrastructure and readiness assessment methodologies, data modeling across multiple jurisdictions, platform design and setup costs and timelines, maintenance and hosting expenses, change management procedures, comprehensive testing and quality assurance strategies, and options for post-implementation state management of the platform. Vendors should describe experience with comparable statewide or multi-jurisdictional implementations and provide staffing and qualifications for proposed project personnel.
Respondents must submit responses through OregonBuys in PDF format, including a Respondent Information and Certification Sheet, Disclosure Exemption Affidavit, and answers to detailed questions across eleven scope categories. Vendors are encouraged to provide a sample high-level Project Implementation Plan and a sample Cost Estimate addressing ongoing maintenance and hosting, integration, software, training, and cost-saving measures. All responses become property of OHA and are subject to Oregon Public Records Law. Katrina Augustus, Procurement and Contract Specialist, Oregon Health Authority Office of Contracts & Procurement in Salem, is the single point of contact. All costs for preparing and submitting responses are the sole responsibility of respondents.
