About this opportunity
The California Department of Corrections and Rehabilitation (CDCR), Enterprise Information Services (EIS), on behalf of the Division of Adult Institutions (DAI), has issued Request for Information (RFI) #C5612999 seeking information on current and emerging technologies for mail scanning and digital delivery services to incarcerated persons. The procurement encompasses comprehensive mail management capabilities including receiving and storing incoming mail from incarcerated persons, processing mail for contraband detection, scanning physical mail and converting it to digital copies, and forwarding digital content to various platforms including tablets, kiosks, and pool tablets. Respondents must submit a Letter of Interest with a capability statement not exceeding 15 pages by January 30, 2026, with all questions directed to lisa.marquez@cdcr.ca.gov due by January 21, 2026. The RFI requires detailed information on contraband detection capabilities, mail processing capacity and throughput metrics, platform reporting functionalities, data retention and storage protocols, administrative and investigative features, Americans with Disabilities Act (ADA) compliance, third-party vendor involvement, implementation timelines, and network connectivity requirements. Potential demonstrations of proposed solutions are scheduled for the week of February 13, 2026. The RFI responses will inform the development of a future Request for Offer (RFO), Request for Proposal (RFP), or Request for Quote (RFQ), though this RFI does not constitute a commitment to contract or obligation by CDCR. No bid cost information should be included with RFI responses, and the cost to develop a response is the sole responsibility of the contractor and is not chargeable to the State, CDCR, or any other agency.
The RFI does not specify set-aside designations or restrictions for disadvantaged enterprises, nor does it identify any incumbent vendors or current contractors. All contractor staff and subcontractors must work from locations within the United States, with remote work outside the country prohibited. The document does not provide a specific budget range or award value, as this RFI is an information-gathering tool designed to inform future procurement actions rather than a binding solicitation. All submitted information is subject to public records disclosure in accordance with California law. Interested suppliers should note that participation in this RFI does not guarantee consideration for future procurement opportunities, and the CDCR reserves the right to pursue alternative solutions or not to issue a subsequent RFO, RFP, or RFQ based on RFI responses.
