About this opportunity

The Texas Comptroller of Public Accounts is issuing an RFI for commercially available remote identity verification and fraud prevention services, with responses due September 16, 2026 at 2:00 p.m. Central Time. This is market research only; no contract will be awarded as a result of the RFI, and the CPA assumes no obligation to issue a subsequent solicitation or pay response costs.

The CPA processes approximately 350,000 claims annually and seeks to add a secondary layer of remote identity verification and fraud analysis for cases requiring further review, including verification of documents issued by foreign entities. Respondents should address eleven primary categories: company overview, identity verification capabilities, biometric liveness detection technologies, device intelligence and fraud signals, fraud analysis and risk assessment methodologies, investigator experience and workflows, integration and technical architecture, security and compliance certifications, implementation approach and timeline, licensing and commercial terms, and future direction and industry best practices.

Responses should include indicative or budgetary pricing based on the recommended solution, with stated assumptions regarding transaction volume, number of users, implementation costs, optional capabilities, and contract term. Written questions are due August 28, 2026 at 2:00 p.m. CT; answers will be posted on the Electronic State Business Daily on or about September 4, 2026. The CPA may invite selected respondents to provide virtual or in-person presentations at CPA offices in the LBJ Building in Austin, Texas to further explain their recommendations. Submissions should be sent to researchcpa@cpa.texas.gov. All respondent submissions are voluntary and will become public information available for inspection without redaction.
