About this opportunity
The City of Eugene is requesting Letters of Interest to establish a pool of qualified legal services contractors across multiple practice areas, with submissions due July 31, 2026 at 5:00 p.m. PST, and expedited review of submissions received by June 15, 2026 for potential contract execution by end of June. Oregon State Bar licensure is a mandatory eligibility gate.
Offerors must be attorneys or law firms with at least five years of significant legal experience in their proposed practice area and a clean professional conduct record. Specialized practice areas include appellate litigation, bankruptcy, commercial law, condemnation, construction law, employment law, environmental law, general municipal law, immigration law, intellectual property, labor law, land use, landlord/tenant law, public contracting, real property, telecommunications law, and tort defense. The City will not guarantee minimum work volume; contracts are non-exclusive and may be awarded to multiple providers within each practice area.
The initial contract term runs July 1, 2026 through June 30, 2029, with three optional one-year renewal terms upon mutual written agreement. Compensation is based on hourly rates for attorneys and paralegals as submitted, with the City encouraging alternative fee structures and cost-saving measures. Contractors must maintain professional liability insurance of at least $2 million, commercial general liability insurance of $2 million combined single limit, and automobile liability insurance of $2 million. The City prohibits block billing, will not reimburse secretarial, clerical, or administrative work, electronic research costs, or vague expense descriptions, and requires detailed matter budgets.
Questions are due July 24, 2026 at 3:00 p.m. PST. Contract modification requests are due July 23, 2026 at 2:30 p.m. PST.
