About this opportunity

The Commonwealth of Kentucky, Division of Real Properties, is requesting bids for a license to operate a mobile food truck providing shaved ice concessions at E.P. Tom Sawyer State Park in Louisville, Jefferson County, with bids due October 21, 2026 at 2:00 PM EDT. Online bidding is prohibited; sealed bids must be submitted in person to the Finance Division of Real Properties at The Bush Building, 403 Wapping Street, 3rd Floor, Frankfort, Kentucky 40601-2607.

The scope requires a modern, self-contained mobile food truck equipped with tablet-type payment systems capable of accepting credit cards. The operator will provide shaved ice services and must obtain all necessary health department licenses and permits, maintain ADA accessibility compliance, conduct employee background screenings, and keep records subject to Commonwealth inspection and annual audits. The truck must operate during March through November annually, with potential year-round operation in designated areas upon coordination with the Park Manager. The bidder will furnish all inventory, staff, and equipment at sole expense and is classified as an independent contractor.

The license agreement carries an initial one-year term beginning upon award, with the option to automatically renew for five additional one-year periods unless either party provides thirty days' written notice prior to expiration; the total term cannot extend beyond June 30, 2031. Multiple bidders may be awarded separate license agreements under this RFB.

Bids are evaluated on a 100-point scale: 75 points for bid amount (percentage of gross receipts and/or flat monthly rental fee) and 25 points for the bidder's experience operating food trucks providing canteen, concessions, and catering services. The minimum acceptable bid is ten percent of gross receipts. A $100.00 bid deposit via certified or cashier's check payable to the Kentucky State Treasurer is required. The bidder must maintain public liability insurance of $300,000 per person and $1,000,000 aggregate per accident for personal injury, plus $100,000 property damage, with the Commonwealth named as an additional insured. Monthly rent payments are due in advance by the first of each month to the Park Manager's office. Site inspection can be arranged by contacting Park Manager Andrew Spence at (502) 224-8467. For additional information, contact Kelly Hawkins at 502-229-4366.
