About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, Division of Real Properties, is soliciting bids for licensing the operation of self-service kayak rental kiosks at four state parks, with bids due August 5, 2026 at 2:00 PM EDT. Site visits are strongly encouraged by July 22, 2026 — ten days before the deadline.

The scope spans design, financing, construction, maintenance, operation, and management of kayak rental kiosks and ancillary facilities at Kenlake State Resort Park (Hardin), Buckhorn Lake State Resort Park (Buckhorn), Kincaid Lake State Park (Falmouth), and Green River Lake State Park (Campbellsville). The successful bidder assumes all operational costs — equipment, labor, supplies, utilities beyond the initial 110-volt outlet provided by the Commonwealth, permits, licenses, insurance, and property restoration. Kiosks must operate a minimum of Wednesday through Sunday during safe daylight hours and comply with all applicable federal, state, and local safety regulations and building codes.

The initial license term is one year from execution, with renewal options for five additional one-year periods at mutual consent, subject to potential renegotiation. Award will be made to the responsive and responsible bidder submitting the highest bid amount, with past performance considered. Bidders must propose a percentage of gross receipts from kayak rental operations payable to each park; the minimum acceptable bid is ten percent of gross receipts. Monthly payments to parks are due by the tenth day of the following month, with a one percent daily penalty beginning on the eleventh day for late payments.

A $500 bid deposit payable to the Kentucky State Treasurer is required; unsuccessful bidders receive the deposit back; the successful bidder's deposit is deducted from the first month's rental payment. Public liability insurance of at least $300,000 per person and $1,000,000 aggregate per accident for personal injury, plus $100,000 for property damage, is required, naming the Commonwealth as an additional insured. Bid opening is public with conference call access available. Contact Kristi Sharp at 502-330-9858 for additional information.
