About this opportunity
The Commonwealth of Kentucky, through the Finance and Administration Cabinet Division of Real Property on behalf of the Kentucky Department of Fish and Wildlife Resources (KDFWR), is soliciting sealed bids for the lease of 624.7 acres of agricultural land at the Green River Lake Wildlife Management Area located in Taylor and Adair Counties, Kentucky. The procurement comprises five management units available for lease: Casey Creek Unit (181.0 acres), Goose Shoals Unit (88.9 acres), Little Cake Unit (69.7 acres), Robinson Creek Upper Unit (97.0 acres), and Upper Green River Unit (188.1 acres), with bidders permitted to lease one or multiple units provided they bid on all fields within selected units. Qualified bidders must agree to produce small grains or soybeans under a mandatory crop rotation requirement prohibiting the same crop in any particular field for more than one consecutive year, maintain a minimum 50-foot riparian zone around all water bodies, leave ten percent of all crops standing in designated patterns for wildlife food sources, comply with detailed conservation plans and biennial soil testing requirements, control noxious weeds, prohibit livestock and pesticide use, and obtain written approval from the area manager before commencing harvest activities. The minimum bid price is $125 per acre, with annual cash rental to be indicated on a per-acre basis for each management unit. Sealed bids must be submitted on designated forms with a $100 good faith deposit payable to the Kentucky State Treasurer and a notarized affidavit certifying campaign finance law compliance to the Finance Division of Real Properties at the Bush Building, 403 Wapping Street, 3rd Floor, Frankfort, Kentucky 40601-2607, with a deadline of Wednesday, January 15, 2025, at 3:00 p.m. EST. The lease term is one year, renewable for one additional one-year period, on a calendar year basis (January 1 - December 31), with ten percent of the bid amount due by May 15 or prior to commencing cropping activities and the balance due by December 15 of each contract year; a three percent late charge applies to payments not received by December 15. Site inspections are encouraged and may be arranged by contacting Cody Stephens, Public Lands Biologist, at (270) 465-5039, and additional information regarding the solicitation may be obtained from Kelly Hawkins at 502-229-4366.
No specific set-aside designations for disadvantaged enterprises, minority-owned businesses, women-owned businesses, or other socioeconomic categories are identified in the procurement documents provided. The solicitation does not identify any incumbent vendors or current contractors, nor does it reference existing infrastructure or technology requirements for integration by successful bidders. Bidders must assume all risk and damage resulting from flooding or natural disasters and comply with all stated conservation and management requirements as conditions of lease award. The Commonwealth reserves the right to reject any and all bids, withdraw acreage at its discretion for conservation purposes, and cancel the lease for any reason with 30 days' written notice. The potential award value is contingent upon the acreage leased and the per-acre bids submitted; with 624.7 total acres available at a minimum bid of $125 per acre, the cumulative value could range up to approximately $78,088 annually for the full property, though actual award values will depend on competitive bidding and the specific units selected by successful bidders.
