About this opportunity

Columbus Consolidated Government Police Department is requesting bids on a trade or credit transaction involving 306 used and confiscated firearms plus seven additional upper receivers exchanged for Heckler & Koch MR556 A4 SBR 11" rifles (Part No. 81001048) with accessories, with sealed bids due October 14, 2026 at 2:30 PM ET via OpenBids and virtual bid opening at 3:00 PM the same day.

The bidder must hold a current Federal Firearm License and, where applicable, a State Firearm Dealer License. Award is made to the highest responsive and responsible bidder offering the greatest purchase credit or swap value, as determined by the City and subject to City Council approval following required newspaper publications. Firearm inspections are available by appointment only on September 30, 2026 between 9:00 AM and 2:00 PM; coordination is through Deputy Chief Ronnie Hastings at 706-225-4035.

The confiscated lot comprises 306 weapons and seven upper receivers (.223 caliber, 14" barrels with handguards and A-post front sights). The H&K rifles must include three 30-round magazines per rifle, gas-operated short stroke piston, rotating bolt, and adjustable rear stock with six positions. All firearms are sold "as is, where is" without warranty. The successful bidder assumes responsibility for all transfer documentation, permits, taxes, and fees and must complete the transfer within ten calendar days of award; failure to do so forfeits the five percent bid security.

Bid security equal to five percent of the total bid value must accompany the electronic submission (cashier's check, certified check, or bid bond) and be mailed separately to the Purchasing Division. The bidder must submit a notarized E-Verify affidavit, copies of federal and state firearm licenses, Form W-9, current business license or home-state licensing proof, Conflict of Interest Affidavit, and Communication Concerning This Solicitation form.
