The City of Mission, Texas is requesting sealed bids for the Manhole Rehabilitation Project Throughout the City of Mission under RFB 26-585-08-20, with bids due August 20, 2026 at 2:00 p.m. CST and a pre-bid conference on August 13, 2026 at 10:00 a.m. CST at City Hall.

The scope covers replacement of eight sanitary sewer manholes (all 4 feet in diameter, depths between 10 and 15 feet) at various locations throughout the city, including pavement restoration and related appurtenances. Optional bid items include replacement of approximately 15-inch sanitary sewer main using either open-cut or pipe-bursting methods. Bidders must specify completion timeline not to exceed 45 calendar days. The contract is firm fixed unit price. Contractors must comply with Texas Department of Transportation pavement-restoration specifications, provide OSHA-compliant trench excavation protection, manage road closures and traffic, and obtain all necessary permits and licenses.

Insurance requirements are commercial general liability of at least $500,000 per occurrence with $1,000,000 general aggregate, automobile liability of $500,000, and workers' compensation at Texas statutory limits. A 5 percent bid bond or certified cashier's check is required; if the contract exceeds $100,000 and $25,000 respectively, performance and payment bonds equal to 100 percent of the contract amount are required. Payment is made in three installments: 45 percent at 50 percent completion, 45 percent at 100 percent completion, and 10 percent retainage 31 days after project completion. Liquidated damages are assessed at $250 per day for delays beyond the agreed completion date.

The project is funded through FY23-24 Community Development Block Grant (CDBG) and City budget. Award is anticipated to the lowest responsive and responsible bidder. Sealed bids must include one original and one copy in a sealed envelope. A Zoom option is available for the pre-bid conference.
