About this opportunity

Monroe County, Georgia, is soliciting bids for a design-build project to construct the Monroe County Agricultural & Resource Center through a Request for Bids (RFB) procurement method. The project requires a general contractor with extensive experience to manage the design and construction process for a multi-purpose facility that will include offices for Elections, Extension Services, Sheriff Department, common facilities, and an arena. Deliverables will initially consist of comprehensive building designs and detailed cost estimates, prepared in close collaboration with county officials. The procurement is primarily funded through the 2026 SPLOST (Special Purpose Local Option Sales Tax) program, with a strong emphasis on cost control and risk management. Key project contact is Jim Hedges, County Manager, who can be reached at (478)-994-7000 or jhedges@monroecoga.org. The bid submission deadline is December 4, 2025, with interested contractors encouraged to review full details in the Monroe County Reporter, the county website (www.monroecoga.org), or by requesting additional information via email.

While specific set-aside designations are not explicitly detailed in the provided documentation, the procurement appears to be open to qualified general contractors with demonstrated design-build expertise. The selected contractor will be responsible for assuming design and construction risk from the county, indicating a preference for experienced firms with comprehensive project management capabilities. No incumbent vendors or current contractors are mentioned in the solicitation. The budget and potential award value are not precisely specified, though the use of SPLOST funds suggests a significant capital investment. Interested firms should carefully review the complete bid documentation to understand the full scope of requirements, qualifications, and evaluation criteria. Potential bidders are advised to contact Jim Hedges directly for comprehensive project details and to ensure compliance with all procurement specifications.
