About this opportunity
This is an Invitation to Bid (RFB-94-26 24002AMLBAML) issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, in conjunction with the Division of Abandoned Mine Lands, for construction services to remediate abandoned mine land disturbances affecting a residential property in Pike County, Kentucky. The project scope encompasses stabilization of a small slide, closure of four open mine portals and three collapsed portals with wildlife-accessible designs, and mitigation of significant seepage issues on a 3-acre main site (0.2 acres expected disturbance with 0.1 acres of tree removal) and a 1.5-acre offsite waste area with full disturbance. Work deliverables include construction of two reinforced concrete retaining walls (12 feet tall by 75 feet long and 10 feet tall by 40 feet long), installation of drainage structures and subdrains, landscape restoration, revegetation of disturbed areas, fencing, utility relocation, and site preparation across 36 line items. The contract must be completed within 120 calendar days from the effective date of contract award, with mobilization bid at a fixed $30,000 lump sum and other items either on a unit price or reimbursable basis with Allowable Price Limits to prevent unbalanced bidding. A mandatory site visit is scheduled for September 30, 2025, at 10:30 A.M. Eastern Time at 6108 St. Highway 319, McCarr, Kentucky 41544, with Michael Kearney of the Division of Abandoned Mine Lands. The bid closing date is October 14, 2025, at 9:30 A.M. Eastern Time, with a public bid reading conference call at 11:00 A.M. Eastern Time on the same date. All bids must be submitted exclusively through the Commonwealth's eProcurement system at https://vss.ky.gov, with bidders required to register 24-48 hours prior to submission and combine the Official Bid Document and any required Bid Bond into a single PDF attachment.
All contractors and subcontractors are subject to Davis-Bacon prevailing wage requirements, with revised wage rates specified in Addendum One. No set-asides for disadvantaged enterprises or other restricted bidder categories are identified in the procurement documents. The Kentucky Division of Abandoned Mine Lands will obtain permits for KYTC encroachment, Kentucky Division of Water authorizations, and U.S. Army Corps of Engineers approvals, while contractors are responsible for all other required permits and associated fees. Contractors must submit an AML Contractor/Subcontractor Information Form with their bid and comply with all AML Standard Details and Technical Specifications available at https://eec.ky.gov/aml. Bid documents, plans, and specifications are available at no charge through the Kentucky Plan Room at https://www.stateofkyplanroom.com, with planholders receiving addenda notifications. Procurement questions should be directed to Susan Ward, Statewide Procurement Analyst II, at 502-226-0335 or susan.ward@ky.gov, while technical inquiries should be directed to Michael Kearney at 502-782-6218 or michael.kearney@ky.gov. No incumbent vendor, award value, or budget range is specified in the available documents.
