About this opportunity

The Commonwealth of Kentucky's Energy and Environmental Cabinet, in conjunction with Bullitt County, seeks sealed bids for the design and construction of leachate management infrastructure at the Bullitt County Historic Landfill (RFB-90-25 PRIDE). The procurement encompasses the construction of two new duplex submersible wastewater pumping stations, installation of approximately 20,700 linear feet of 2-inch and 6-inch force main piping, and miscellaneous electrical improvements. The force main pipeline extends approximately 5 miles from the old landfill site to an existing pipeline connection along Preston Highway north of Highway 149, with pipeline depths ranging from 3 feet to 8 feet and generally following existing roadways. Bidders must submit responses exclusively through the Commonwealth's eProcurement system by October 31, 2024, at 1:30 P.M. Eastern Time, with a mandatory site visit held on October 8, 2024, at 11:00 A.M. Eastern Time at 1739 Collings Hill Road, Lebanon Junction, Kentucky. A public bid reading via conference call is scheduled for October 31, 2024, at 2:30 P.M. Eastern Time. All prospective bidders must register in the Kentucky Vendor Self Service (VSS) system at https://vss.ky.gov prior to submission, allowing 24 to 48 hours for account activation. Complete project plans, specifications, and drawings are available at no charge through https://www.stateofkyplanroom.com, and contractors must register as planholders to receive all addenda. Key project contacts include Purchasing Agent Susan Ward (502-226-0335, Susan.Ward@ky.gov), Project Manager Galen Smith of the Energy and Environmental Cabinet, and Consultant Mike Davis of Strand Associates, Inc.

The solicitation documents do not specify set-asides for disadvantaged enterprises, women-owned businesses, or other designated vendor categories. A geotechnical investigation report dated October 22, 2018, prepared by Vector Engineers, Inc., documents subsurface conditions along the proposed alignment, including 17 soil test borings and 32 soundings, revealing that soils are primarily classified as high in corrosivity to uncoated steel, thereby necessitating the use of coated ductile iron pipe. The report recommends proper bedding and support for the pipeline, spread footings with maximum allowable net bearing pressures of 3,000 psf on previously placed fill or 5,000 psf on shale bedrock for pump station foundations, a k-value of 75 pci for floor slab design, backfill compaction to at least 95 percent of standard Proctor density, and systematic field density testing during fill placement. Bidders must enter $0.00 for the contract amount in the eProcurement system while providing the actual contract amount on the Official Bid Document, and all bid documents must be submitted as a single combined PDF attachment including the Official Bid Document and any required Bid Bond. No specific award value or budget range is disclosed in the procurement documents.
