Adjustment tolerances are established at +10%, -0% unless otherwise specified, and the bidder must demonstrate company experience, personnel qualifications, test and balance engineer certifications, and proposed procedures and agendas. Bids were due on October 5, 2023, at 10:30 a.m. Eastern Time, submitted electronically through MOVEit as a combined PDF document, with a public bid reading held via conference call at 11:00 a.m. Eastern Time on the same date; the project has a Substantial Completion date of November 29, 2023, and a Final Completion date of December 29, 2023. Bidders must submit a lump sum bid amount with unit prices for Test and Balancing Technician services (hourly rate), Additional Trips to Job Site (per trip rate), and Special Tools (hourly rate), along with a bid guarantee of not less than five percent of the total bid amount in the form of a bid bond or certified check, and bids remain valid for thirty calendar days from the official opening date.

The Commonwealth encourages utilization of minority, women-owned, service-disabled veteran-owned, and disadvantaged business enterprises as subcontractors and vendors; bidders who fail to utilize disadvantaged vendors must provide a statement describing actions taken to include such vendors. All contractors must be registered with the Kentucky Secretary of State and in good standing, registered with eMARS, and must comply with Kentucky Workers' Compensation insurance requirements under KRS Chapter 342, tobacco-free workplace regulations, and Equal Employment Opportunity Act requirements for projects exceeding $500,000. Monthly payment will be made based on architect-approved applications, with retainage of up to ten percent until fifty percent completion and five percent thereafter, with final payment contingent upon submission of as-built drawings, warranty documentation, and evidence that all subcontractors and suppliers have been paid. The identified project partners include the General Contractor (Marrillia), Mechanical Contractor (Prewitt Mechanical Contractors, Inc.), Commissioning Agent (FCG), and Controls Contractor (Trane), with project oversight by KDE Project Manager Walter Hulett and Owner Project Manager Tony Yates; all invoicing and change orders should be submitted to kristi.sharp@ky.gov.
