About this opportunity

The Commonwealth of Kentucky, Department of Corrections, is requesting bids for renovation of the Restrictive Housing Unit at Northpoint Training Center in Danville under RFB-76-27, with bids due September 29, 2026 at 1:30 p.m. Eastern Time. All contractor and subcontractor personnel must pass background checks before entering the facility; background check approval for site-visit attendance is due September 8 at 3:00 p.m.

The scope spans two phases of work at an occupied facility (two dormitory units remain occupied during construction). Phase 1 must be 100% complete before Phase 2 begins. Work includes replacing cell and unit entry door controls, painting existing cell and shower doors and frames, installing new windows in each cell, and renovating existing showers on housing units. A pre-construction phase precedes active work for submittals, material ordering, and delivery, with all materials required on-site or available at construction start.

An optional site visit is scheduled for September 10, 2026 at 10:30 a.m. at Northpoint Training Center. Plans, specifications, and drawings are available for free download at https://www.stateofkyplanroom.com; hard copies are available for a fee.

Bidders must submit responses electronically through the Commonwealth's eProcurement system only; postal and hand-delivered bids will not be accepted. All bidders must be registered in the Vendor Self Service (VSS) system at https://vss.ky.gov prior to submission. The Official Bid Document and Bid Bond (if required) must be combined as a single PDF attachment. Bidders must enter $0.00 in the e-procurement system and submit the actual Contract Amount on the Official Bid Document attachment. A public bid reading will occur on the closing date at 3:00 p.m. Eastern Time via conference call. For procurement questions, contact Purchasing Agent Susan Ward at 502-226-0335.
