About this opportunity
The Commonwealth of Kentucky, Department of Military Affairs, in conjunction with the Division of Engineering and Contract Administration, is issuing Request for Bid (RFB) No. RFB-63-25 to construct a Burlington Field Maintenance Shop located at 2676 Conrad Lane, Burlington, Kentucky, in Boone County. This general construction procurement (commodity code 912) requires qualified general contractors to design and build a 24,062 square foot load-bearing masonry facility on an undeveloped site at the Burlington National Guard Center, including associated parking, roads, utilities, and infrastructure. The project scope encompasses the construction of administrative and maintenance buildings, a 15-ton bridge crane spanning four maintenance workbays, wash platforms, loading docks, vehicle service ramps, security fencing, a 60 kilowatt photovoltaic array, a geothermal system, and site improvements. Bidders must demonstrate a minimum of five projects of similar scope and scale completed within the last five years and submit bids electronically through the Commonwealth's eProcurement system by September 17, 2024, at 1:30 PM Eastern Time. Mandatory activities include a site visit on August 28, 2024, from 1:00 PM to 3:00 PM and a virtual pre-bid conference on September 4, 2024, at 10:00 AM via Microsoft Teams. The contract requires substantial completion within 540 calendar days after execution, with final completion 30 days thereafter, plus additional time for commissioning (30 days) and testing and balancing (15 days), with liquidated damages of $1,100 per calendar day for failure to meet substantial completion and $550 per calendar day for failure to meet final completion. All project documents and specifications are available at no charge through the State of Kentucky Plan Room at https://www.stateofkyplanroom.com, and bidders must acknowledge receipt of all three addenda with their bid proposals.
No set-aside designations for disadvantaged enterprises, minority-owned businesses, or women-owned businesses are specified in the solicitation documents. Bidders must register in the Commonwealth's Vendor Self Service (VSS) system at least 24 to 48 hours prior to bid submission and submit the Official Bid Document and any required Bid Bond as a single combined PDF attachment through the eProcurement system only; postal, courier, and hand-delivered submissions will not be accepted. Kentucky prevailing wage rates do not apply to this project, and work is restricted to 7:00 AM to 7:00 PM Monday through Friday and 9:00 AM to 7:00 PM Saturday and Sunday, with the campus designated as tobacco-free. Bid guarantees of not less than five percent of the lump sum bid are required, with a 100 percent Performance and Payment Bond due within 48 hours of the Intent to Award letter. No incumbent vendors or current contractors are identified in the solicitation. The actual contract award value is not disclosed in the RFB documents, though an allowance of $20,000 is designated for controls integration, and six add alternates are offered including epoxy and rubber flooring options, concrete paving, and additional photovoltaics.
