About this opportunity
The Commonwealth of Kentucky, Division of Abandoned Mine Lands, is requesting bids on construction services for underground coal seam fire remediation and site preparation in Pike County, with bids due September 23, 2026, and a mandatory site visit on September 10 at the Prestonsburg Regional AML Office.
The scope encompasses improving and constructing access roads to a drilling area; drilling 22 boreholes; extinguishing an underground coal seam fire using flowable fill and phenolic foam; and excavating, quenching, and replacing a burning gob pile. Addendum One clarifies that the 22 drilling locations plus one burning refuse site are to be drilled with open-borehole design extending to the coal seam to allow flowable fill and phenolic foam to expand into fissures. Steel casing specifications are governed by drawing rather than contradictory notes in the specifications, with 10-foot 8-inch surface casing depth confirmed as correct.
Bidders must submit responses exclusively through the Commonwealth's eProcurement system; postal and hand-delivered bids will not be accepted. All bidders must register in the Vendor Self Service (VSS) system at https://vss.ky.gov prior to submission, allowing 24 to 48 hours for registration completion. The Official Bid Document and Bid Bond (if required) must be submitted as a single combined PDF attachment. Bid documents, specifications, and drawings are available at no charge through the state of Kentucky plan room at https://www.stateofkyplanroom.com.
The mandatory site visit meeting is September 10, 2026, at 9:30 a.m. Eastern Time at 3140 S Lake Drive, Prestonsburg, Kentucky 41653, followed by a visit to the project area in Pikeville. A public bid opening and conference call will be held on September 23 at 11:00 a.m. Eastern Time (502-782-2663 or 844-603-5060, Conference ID# 240522018#, Participation ID# 75309#). Contact Michael Kearney, Division of Abandoned Mine Lands, (502) 682-2151, for project questions or Susan Ward, Purchasing Agent, (502) 226-0335, for procurement inquiries.
