About this opportunity
The Commonwealth of Kentucky, Department for Facilities and Support Services, Division of Engineering and Contract Administration, is seeking competitive bids for RFB-43-24 to design and install a comprehensive closed-circuit television (CCTV) camera surveillance system and upgraded access control system at Western State Hospital and Western State Nursing Facility in Hopkinsville, Kentucky. The contractor must provide all necessary hardware, wiring, conduit, programming, and integration services to deliver a fully operational surveillance and access control system with two-way network-level integration, enabling the Video Management System to display real-time information and notifications from the Access Control System. Key deliverables include installation of card readers for staff access doors in Buildings 30 and 33, provision of a minimum of 2,000 access credentials as cards, POE switches for camera power, patch panels, EMT conduit installation, UPS units in equipment racks, and system programming with a minimum 30-day video retention capability at 12 images per second integrated with Easy Lobby software. The contractor must employ BICSI-certified personnel, including either an RCDD or BICSI Technician for shop drawing preparation and testing supervision, and must use acceptable structured cabling manufacturers including CommScope Systimax, Panduit, or Legrand with 25-year warranties. The project classification is Construction Services, General (CCCL code 912). The solicitation was issued on August 21, 2023, with a virtual pre-bid conference scheduled for August 29, 2023, at 11:00 AM Eastern Time via Microsoft Teams and an in-person site visit on August 30, 2023, at 10:00 AM Eastern Time at 2400 Russellville Road, Hopkinsville, Kentucky. All bids must be submitted electronically through the State of Kentucky Plan Room at stateofkyplanroom.com using the Owner's Document Collaboration System (eCommunications) with a deadline of September 19, 2023, at 2:00 PM Eastern Time; late bids will not be accepted.
The solicitation documents do not identify specific set-aside designations or restrictions on organization types eligible to respond to this procurement. Bidders must identify their firm's position as either a prime bidder, miscellaneous subcontractor, material supplier, or other entity, and all bid documents are available for download at no charge through the State Plan Room website. The contractor is responsible for integrating existing door hardware and electronic locks into the new access control system rather than providing replacement hardware, and all power connections must be sourced from spare 20-amp single-phase breakers in electrical panels located in rooms IT3-1 and 1-2. The solicitation does not identify any incumbent vendors, current contractors, or specified award values or budget ranges. Bid results will be posted to the Lynn Imaging planroom following the bid opening and review process, and key contacts for clarifications include Shaminda Hubert at BCCLT, Greg Schenck from the Division of Engineering, Tim Smith of the Cabinet for Health & Family Services, and Susan Ward from the Division of Contract Administration. Version 2 of the solicitation, issued on September 12, 2023, includes Addendum One, which became binding upon contract issuance and required bidder acknowledgment on the proposal form.
