About this opportunity
The Commonwealth of Kentucky, Department of Education, is issuing Request for Bid (RFB-39-25) for general construction services to design and build a Classroom and Activity Center at the Kentucky FFA Leadership Training Camp located at 111 FFA Camp Road in Hardinsburg, Kentucky, within Breathitt County. The project involves the demolition of an existing camp building and construction of a new 13,200-square-foot single-story facility featuring a welcoming lobby, break-out spaces, classroom, and large activity space, along with exterior covered porches and gathering areas, complemented by site work including grading and new landscaping. The new building must be designed to achieve LEED v4 certification and incorporate water source heat pump HVAC systems with a dedicated outside air unit, packaged dehumidification air-handling units from approved manufacturers (including Valent, Desert Aire, XeteX, Trane, Aaon, JCI, and Addison), and comprehensive mechanical, electrical, and interior finishing systems with specialized acoustic treatments. Bids were solicited in two packages—Bid Package #1 (540-CBT5) covering exterior site work including lighting, drainage, grading, plantings, concrete flatwork, and flagpole relocation, and Bid Package #2 (540-CALL) encompassing all remaining work including building structure and interior systems—with two additive alternates available for outdoor gathering areas and stretch fabric wall systems. The bid submission deadline was September 5, 2024, at 1:30 P.M. Eastern Time through the Commonwealth's eProcurement system, with a mandatory site visit meeting held on August 9, 2024, a public bid reading via conference call on September 5, 2024, at 2:30 P.M. Eastern Time, and all required addenda must be acknowledged by bidders. Qualified contractors must be registered and active in the Vendor Self Service system, comply with all Kentucky statutory requirements including campaign finance law affidavits and non-collusion certifications, and submit detailed qualifications, subcontractor lists, materials and equipment specifications, and roofing system manufacturer certifications within five days of bid opening.
Disadvantaged Business Enterprise (DBE) participation is encouraged with a goal of ten percent of total estimated contract cost, and bidders must provide documentation of either meeting this goal or making good faith efforts to achieve DBE participation. The project explicitly does not require prevailing wages and will be bid with all required and typical taxes included. A single contract will be awarded for the total of all bid packages with additive alternates taken as funds permit; the project is funded by two separate state funding sources corresponding to the two bid packages, requiring the general contractor to provide separate schedules of values and invoices for each funding source. Bidders must provide a bid guaranty of no less than five percent of the total bid amount and submit sworn affidavits regarding non-collusion, conflict of interest compliance, and campaign finance law compliance. No specific budget range or award value is disclosed in the solicitation documents; interested parties should contact Purchasing Agent Susan Ward at Susan.Ward@ky.gov or 502-226-0335 for procurement inquiries. All project plans and specifications are available at no charge through https://www.stateofkyplanroom.com, administered by Lynn Imaging, and contractors obtaining documents from other sources will not be registered as plan holders and will not receive addenda.
