About this opportunity
The Commonwealth of Kentucky Department for Facilities and Support Services Division of Engineering and Contract Administration is soliciting bids for the complete renovation of two residential cottages (106 and 113, totaling approximately 16,100 square feet) at the Oakwood residential care facility in Somerset, Kentucky under RFB-34-27, with bids due August 4, 2026 at 1:30 p.m. Eastern Time. A mandatory site visit was held July 16, 2026.
The scope encompasses interior demolition and reconstruction, replacement of all windows with new aluminum systems, enlarged kitchens, new staff spaces, accessible private resident bathrooms, and complete mechanical, electrical, and plumbing system replacement and upgrades. Interior finishes include vinyl sheet flooring, impact-resistant gypsum board walls, abuse-resistant fixtures, painted gypsum board ceilings, and acoustic ceiling tiles in corridors. Both cottages must be worked on simultaneously with no occupancy during construction. Working hours are restricted to 8:00 a.m. to 4:00 p.m., with limited 7:00 a.m. early starts for low-noise work. Work areas must be fully fenced and secured with locked gates.
Contractors must provide coordination drawings and Building Information Modeling (required without laser scanning) as contractual deliverables. Mechanical contractors must hold minimum three-year licensure and prior relevant project experience; HVAC and plumbing trades require licensed master contractor oversight and journeyman-level workers. Equipment startup services by factory-authorized representatives, system verification checklists, and training and commissioning are required. Warranty provisions include 15 years for gas-fired heat exchangers, five years for compressors, and two years for Variable Frequency Drives. Mechanical equipment manufacturers (boilers: Lochinvar, Fulton, Aerco, Raypak, Camus, Weil McLain; water heaters: adds Bock) are specified; metal wall panels must be Centria CS-620. A $60,000 allowance covers replacement of existing 500KCMIL feeder conductors if damaged during removal.
Bidders must register in the Vendor Self Service system at https://vss.ky.gov prior to submission (24–48 hours required) and submit bids exclusively through the Commonwealth's eProcurement system; postal and hand-delivered submissions are not accepted. Plans and specifications are available at no charge through https://www.stateofkyplanroom.com; unregistered planholders will not receive addenda. Addendum No. 1 was issued July 29, 2026. A public bid reading will occur via conference call on August 4 at 3:00 p.m. Eastern Time at (502) 782-2663, Conference ID 240522124#, Participant code 600422#.
