About this opportunity

Chemung County is soliciting sealed bids for the Replacement of Latta Brook Road (C.R. 51) Bridge over Latta Brook, a comprehensive infrastructure project involving complete bridge reconstruction and roadway improvement. The procurement is a public works contract administered by the Chemung County Department of Public Works in collaboration with the New York State Department of Transportation (NYSDOT). The project scope includes removing the existing bridge crossing and constructing a new single-span bridge with adjacent prestressed concrete beams and an asphalt overlay, supported by cast-in-place concrete abutments founded on driven steel H-piles. Approximately 235 linear feet of approach highway will be reconstructed, involving full depth reconstruction and guide rail installation. Sealed bids will be received until 1:45 PM on May 1, 2025, with a public bid opening at 2:00 PM via Teams, and the project is expected to be substantially completed within 150 calendar days following site mobilization or by November 30, 2025. Bidders must comply with NYSDOT Standard Specifications and provide comprehensive documentation demonstrating technical capability, construction expertise, and adherence to federal and state public works requirements.

The contract includes specific enterprise and workforce participation goals, with a Disadvantaged Business Enterprise (DBE) utilization target of 5% and Equal Employment Opportunity goals of 2.2% for minority employment and 6.9% for women's employment. Bidders are required to submit bid security of 5% of the total bid price in the form of a certified check, bank draft, or bid bond. While the exact project budget is not explicitly stated, the bid documents include detailed unit price schedules for various construction items, indicating a substantial infrastructure investment. The project is federally aided and will involve specialized construction techniques, including prefabricated composite integral abutment drains, prestressed concrete units, and steel bridge railing. Price adjustment provisions are included for asphalt, fuel, and steel/iron materials, reflecting potential market volatility considerations. An off-site detour will be utilized to maintain traffic during construction, and the project includes provisions for environmental considerations such as temporary erosion control, stream bed restoration, and ground protection measures.
