About this opportunity

This is a Request for Bids (RFB-23-21) issued by the Commonwealth of Kentucky Department for Fish and Wildlife Resources, in conjunction with the Finance and Administration Cabinet's Division of Engineering and Contract Administration, on behalf of Jefferson County, for the design, procurement, and installation of adaptive kayak launch facilities at two locations: McNeely Lake in Louisville, Kentucky and Lake Reba in Richmond, Kentucky. The project requires bidders to furnish all labor, materials, supplies, equipment, and services necessary to construct fully accessible kayak launch platforms that comply with ADA standards. Each site will include two 20-foot by 8-foot Grade 6061 aluminum floating docks with composite or aluminum decking, a 4-foot by 30-foot gangway with dual handrails and hinged connections, a 4-foot by 30-foot kayak chute with composite slide pads, an 8-foot by 20-foot kayak launch platform with roll cage and overhead grab bar, and a boarding bench with retractable seat, all featuring plastic encapsulated flotation systems. Bidders must submit shop drawings and detailed assembly instructions with their bid packages, schedule mandatory site visits by contacting Greg Logan at greg.logan@ky.gov or 502-564-5162, and complete the project within ninety calendar days of contract award. The bid closing date is August 4, 2020, at 2:00 PM Eastern Time, with bids submitted electronically through MOVEit as a single combined PDF document; a public bid reading will be conducted via conference call at 2:30 PM ET on the same date. Bidders must submit all required affidavits regarding tax compliance, worker's compensation insurance, unemployment insurance, and campaign finance law compliance, along with a bid guarantee of no less than five percent of the lump sum base bid amount. Award will be made to the lowest responsive bid submitted by a responsible bidder, with the successful contractor required to furnish 100% Performance and Payment Bonds and provide two complete sets of plans within seven calendar days of intent to award.

Disadvantaged business enterprises, including women-owned (WBE), minority-owned (MBE), disadvantaged (DBE), and service-disabled veteran-owned businesses, may compete and must submit relevant certification documentation with their bids. Kentucky resident bidders are eligible for reciprocal preference under KRS 45A.490-494, provided they meet specific requirements including authorization to transact business in Kentucky, filing of state corporate income taxes for the prior year, and maintenance of Kentucky workers' compensation insurance; both domestic and foreign corporations must be registered with the Kentucky Secretary of State and in good standing prior to contract award. No incumbent contractors or existing infrastructure requiring integration are identified in the solicitation documents. All contractors must register with eMars (eProcurement) to receive the contract and comply with Kentucky Division of Air Pollution Control regulations and the state's tobacco-free policy in Executive Branch facilities. The solicitation documents do not specify explicit contract values, budget amounts, or funding sources; however, the project is classified under commodity code 12035 (Docks and Piers, Fixed and Floating). The successful bidder will be subject to comprehensive contract conditions including mandatory monthly progress meetings, daily construction reports, a qualified full-time on-site superintendent, twelve-month correction period following final completion, and liquidated damages provisions for untimely performance as specified in the special conditions.
