About this opportunity
Madison County, New York (through its Finance Department Division of Purchasing) is requesting sealed bids for modernization of a passenger elevator at 6 Sullivan Street in Cazenovia, New York under RFB 2026-30, with bids due October 29, 2026 at 11:00 a.m. This is a prevailing wage project under New York State Labor Law Section 220, requiring all workers to hold OSHA 10 safety certification and contractors to register with the New York State Department of Labor Contractor Registry prior to bidding or commencing work.
The scope encompasses upgrading the elevator control system to a microprocessor-based platform with variable-frequency-drive capability where required, modernizing door equipment, replacing obsolete hoistway components, installing new car operating panels and hall stations, adding fire service interface and emergency communication systems, performing electrical upgrades, and implementing all associated safety equipment improvements. The project must comply with the New York State Building Code, Elevator Code, Fire Code, Energy Code, Electrical Code, ADA requirements, and ASME standards. Proposals must identify anticipated elevator outage duration and include a detailed project schedule spanning engineering, submittals, equipment ordering, fabrication, delivery, installation, testing, inspection, and final acceptance. The successful bidder must conduct a comprehensive site inspection before proposal submission, obtain all required permits, coordinate inspections with authorities, provide operator and maintenance documentation, train County facilities personnel at no additional cost, and furnish a minimum one-year warranty on labor and materials.
The contract completion deadline is July 1, 2027. Prevailing wage rates for Elevator Constructors (Mechanics) are $60.99–$63.706 per hour plus supplemental benefits. Bid pricing must include a base lump sum and six optional alternate line items: machine/motor replacement, door equipment replacement, traveling cable replacement, emergency communication system upgrades, additional accessibility upgrades, and a five-year preventive maintenance agreement. A pre-bid meeting and site visit are scheduled for October 16, 2026 at 10:00 a.m. at the project location (recommended but not mandatory). Written questions are due October 20, 2026 by 10:00 a.m., with final addenda posted by October 22, 2026 at 4:00 p.m. Bid security of 5 percent of the total bid amount and performance bonds equal to 100 percent are required. Bid prices must remain firm for 45 days from opening and throughout the contract term. General liability insurance with a minimum of $1 million per occurrence and $2 million annual aggregate, plus workers' compensation, auto, umbrella, builders risk, and cyber liability coverage, is required.
