The scope encompasses approximately 380 linear feet of 8-inch PVC gravity wastewater line installation, three new manholes, surface replacement, fence replacement, and associated general conditions including mobilization, bonds and insurance, trench safety planning, confined-space planning, stormwater pollution prevention planning, right-of-way preparation, utility location verification, and traffic control. The City's engineering estimate is $396,800. The contract will be awarded to the lowest responsible bidder provided the amount does not exceed available funds. A bid bond equal to 5 percent of the bid amount is required with an approved surety; payment and performance bonds are mandated by Texas law for public works contracts exceeding $50,000 and $100,000, respectively. Prevailing wage rates as determined by City Council apply. Liquidated damages are assessed at $950 per calendar day of delay after the specified completion date. The selected bidder must register with the Texas Secretary of State and maintain workers' compensation insurance, vehicle insurance with minimum limits of $1 million, and umbrella liability coverage of $10 million. All prices must be submitted exclusive of federal excise tax and Texas sales tax.
