About this opportunity
The Commonwealth of Kentucky Department for Environmental Protection is requesting bids on TENORM and non-TENORM remediation at the Winona Garret Lease in Ravenna, Kentucky under RFB-185-26, with bids due July 14, 2026 at 1:30 P.M. EST. A mandatory site visit is scheduled for June 25, 2026 at 1:00 P.M. EST at the Powell County Extension Office in Stanton, Kentucky; participants will hike approximately 0.8 miles to the project site with 100–250 feet of elevation change.
The scope covers removal and off-site disposal of soils, sludges, and waste materials contaminated with volatile organic compounds, metals, and radium from historic oil and gas development. Following cleanup, soil surfaces must be restored to original grade and vegetated. The contractor must hold appropriate licenses and certifications for handling radioactive materials, demonstrate experience in TENORM remediation, coordinate with state environmental protection officials, and maintain detailed documentation of remediation activities, material handling, and waste disposal.
Bidders must submit responses exclusively through the Commonwealth's eProcurement system as a single PDF combining the Official Bid Document and any required Bid Bond, with the contract amount entered as $0.00 in the system and the actual amount on the Official Bid Document attachment. Registration in the Vendor Self Service system at https://vss.ky.gov is required prior to submission, with 24–48 hours needed for completion. All bid documents, specifications, and drawings are available at https://www.stateofkyplanroom.com at no charge. A public bid reading will occur July 14 at 3:00 P.M. Eastern Time via conference call. Addendum Two was issued June 30, 2026, modifying original terms and specifications; bidders must acknowledge receipt. Key contacts are Susan Ward, Purchasing Agent (Susan.Ward@ky.gov, 502-226-0335); Mark Saliga, Shield Environmental Associates (Consultant); and Alexis Hernandez, Department for Environmental Protection.
