About this opportunity
The Commonwealth of Kentucky, acting through the Kentucky Transportation Cabinet (KYTC), issued Request for Bids (RFB) 17-23 for construction services at a new maintenance facility in Ballard County. The project scope encompassed the construction of an 8,000 square foot maintenance garage featuring 1,445 square feet of business occupancy space and 6,555 square feet of storage occupancy for vehicle maintenance, along with a 2,880 square foot equipment shed constructed using pole-barn materials and techniques, both to be located at 312 East 2nd Street in LaCenter, Kentucky. The construction project was planned in two demolition phases: the first phase involved removing three existing buildings to prepare the site for new construction, and the second phase required removal of the existing maintenance building to accommodate a new 3,600 square foot bulk salt storage facility and relocated brine solution tank storage. The maintenance garage was to utilize metal building system construction with concrete foundations. A mandatory site visit meeting was scheduled for July 12, 2022, at 10:00 AM Central Time at the Ballard Maintenance Facility, with bids originally due by 2:00 PM on July 26, 2022. All bid documents, specifications, and drawings were available for download from the State of Kentucky Plan Room website at no charge, with hard copies available for a fee, and bidders were required to submit all documentation electronically through the secure MOVEit system via the Owner's Document Collaboration System (eCommunications).
However, on July 14, 2022, the KYTC issued a solicitation modification that cancelled the entire RFB 17-23 project in its entirety, superseding all previous bid requirements and timelines. The modification notification indicated that the project would be re-designed and re-issued at a later date, rendering the original July 26, 2022 bid deadline and all associated submission requirements void. The solicitation documents did not identify any set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information. No budget range, award value, or pricing information was disclosed in either the original solicitation or the cancellation modification. Prospective contractors who had questions regarding the original project were directed to contact various project team members, including representatives from Peck Flannery Gream Warren Inc., Marcum Engineering, BFW Engineering & Testing, and KYTC divisions, though these contacts became irrelevant following the project cancellation. With the project cancelled pending redesign and reissuance, interested contractors should monitor the State of Kentucky Plan Room and KYTC solicitation channels for the reissued opportunity.
