About this opportunity
The Kentucky Department of Fish and Wildlife Resources (KDFWR) is seeking competitive bids for the construction and delivery of an aluminum swim dock system for Camp Robert Webb located in Grayson, Kentucky, through Request for Bid No. RFB-169-21. The procuring jurisdiction is Campbell County, Kentucky, with the solicitation issued by KDFWR's Division of Engineering and Contract Administration. The deliverables include manufacturing and delivering four aluminum floating dock sections (8' x 80', 8' x 70', 8' x 50', and 5' x 12'), one aluminum ribbed decking gangway (5' x 16') with handrail and grab rail, three aluminum swim ladders, and all associated hardware and installation components. All materials must be T6 marine-grade aluminum with AWS D1.2/D1.2M compliant welds and SAE 304 stainless steel non-welded connections meeting U.S. Army Corps of Engineers standards and FDA requirements. The dock system must support vertical loads of 50 PSF minimum on deck and gangway surfaces and horizontal wind loads of 15 PSF, with all dock sections meeting specified design and safety requirements. The awarded bidder must complete construction and delivery within 60 days of contract issuance, provide shop drawings with the bid package, and supply two complete sets of stamped plans with detailed assembly instructions; KDFWR will independently complete onsite installation. Bidders must submit bids on a lump sum basis by March 10, 2021, at 10:30 A.M. Eastern Time through MOVEit secure file transfer as a single combined PDF document, with a public bid reading by conference call at 11:00 A.M. ET on the same date. No pre-bid meeting or site visits are required. Qualified bidders must submit a bid guarantee of not less than 5 percent of the total bid amount, 100% Performance and Payment Bonds, and supporting documentation including sworn affidavits regarding campaign finance law compliance, vendor violation reports for the past five years, and bidder qualifications. The manufacturer must provide a two-year warranty against defects in material and craftsmanship from delivery date, with all warranty work completed at no cost to the owner.
Kentucky's reciprocal preference applies to resident bidders, who must submit a Required Affidavit of resident status, while nonresident bidders must provide a certificate of authority to transact business in Kentucky. Bidders may claim disadvantaged contractor status including Women Business Enterprises (WBE), Minority Business Enterprises (MBE), Disadvantaged Business Enterprises (DBE), or service-disabled veteran status. The procurement also includes preferences for qualified bidders or the Department of Corrections Division of Prison Industries. All contractors must comply with Kentucky Civil Rights Act requirements and certify non-collusion and non-conflict of interest; additionally, vendors must register with the Secretary of State and with eMars (eProcurement) prior to contract award. Service and construction contract requirements mandate that contractors maintain Commercial General Liability Insurance with a $1,000,000 combined single limit, Automobile Liability Insurance with a $1,000,000 combined single limit, and Workers' Compensation and Unemployment Insurance as mandated by state law, with Certificates of Insurance naming the Commonwealth and its agents as additional named insureds submitted within ten days of notification. The solicitation does not specify an incumbent vendor, funding sources, or explicit budget ranges; however, the project involves existing anchorage systems that will be utilized for this dock replacement. Award will be made to the lowest responsive bid by a responsible bidder, with bid validity established for thirty days from the official opening date, and bids may not be withdrawn for thirty days after the opening date.
