The Commonwealth of Kentucky, Department for Facilities and Support Services, Division of Engineering and Contract Administration, on behalf of the Kentucky Department of Veterans Affairs, is soliciting competitive bids for roof replacement services at the Eastern Kentucky Veterans Center (EKVC) located at 200 Veterans Drive in Hazard, Perry County, Kentucky. This Request for Bid (RFB-109-26, Solicitation No. RFB 785 2600000183) procures comprehensive roofing work involving the removal of existing moisture-damaged roof areas and shingle roofing down to the wood deck, installation of a two-ply SBS-modified bituminous membrane roofing system with cover board over approximately 53,000 square feet of low-slope roof sections, installation of new flashings, pre-finished metal components, gutter systems, and protective walkways, and installation of new underlayment, ice/water shield, and either asphalt shingles or standing seam metal roofing for sloped roof sections depending on location. The roofing system must be UL-listed and approved by FM Approvals' RoofNav with acceptable manufacturers including Johns Manville, Siplast, Soprema Inc., and Elevate (formerly Firestone Building Products), achieve a Class 1A-90 fire/windstorm classification and FM 1-34 SH hail-resistance rating, provide wind-uplift resistance for wind speeds up to 72 miles per hour, and include a 20-year manufacturer's warranty without dollar limitation and a two-year installer's warranty covering all system components. The contractor must comply with preliminary and preinstallation roofing conferences, provide shop drawings and product samples, obtain manufacturer certifications, coordinate temporary waterproofing and safety compliance, disconnect and reconnect mechanical units, and coordinate equipment relocation with the owner. A mandatory pre-bid meeting and site visit occurred on November 14, 2025, at 10:30 AM ET with a virtual option available via Microsoft Teams; bidders' questions regarding procurement should be directed to Purchasing Agent Kristi Sharp at (502) 330-9858, and project management inquiries should be directed to Bill Novak at (502) 382-8680.
