About this opportunity
The Commonwealth of Kentucky's Division of Engineering and Contract Administration is soliciting bids under RFB-102-27 for phased replacement of HVAC and hot tank equipment at the Oakwood Facility in Somerset, Kentucky, on behalf of the Cabinet for Health and Family Services, with bids due November 10, 2026 at 1:30 p.m. Eastern Time.
The scope covers ten cottages (101, 102, 104, 105, 109, 110, 114, 115, 116, and 118) and includes removing existing air handlers and hydronic boilers, replacing air handlers and condensing units, installing electric duct heaters and gas-fired domestic water heaters, and replacing electrical panels and disconnects to accommodate the HVAC and plumbing modifications. Construction proceeds in phases, with one unoccupied cottage available at a time. Addendum No. 1, issued November 2, 2026, amends Section 223400 (Fuel Fired Domestic Water Heater) to add Rheem and Raypak to the acceptable manufacturers list in Section 2.1.1.2. Bidders must acknowledge the addendum on their bid forms, and its modifications become binding on the resulting contract.
Bidders must submit exclusively through the Commonwealth's eProcurement system, and postal, courier, hand delivery, and email submissions are not accepted. Bidders must be registered in Vendor Self Service (vss.ky.gov) before submission. Contractors enter $0.00 as the contract amount in eProcurement and submit the actual amount on the Official Bid Document, with a Bid Bond if required, as a single combined PDF. Project plans and specifications are available at no charge at stateofkyplanroom.com. A public bid reading follows by conference call on November 10, 2026 at 3:00 p.m. Eastern Time. Purchasing Agent Susan Ward handles inquiries at 502-226-0335 or susan.ward@ky.gov. Technical questions go to consultant Gunnar Wagoner of Biagi, Chance, Cummins, London Titzer, Inc., and Project Manager Greg Schenck of the Division of Engineering and Contract Administration.
