About this opportunity
The Connecticut Office of Early Childhood (OEC) has issued a Request for Applications (RFA) for Child Day Care (CDC) Contract Infant and Toddler Expansion funding, specifically targeting the creation of new high-quality, affordable full-day, full-year infant and toddler child care spaces for low-income families in Hartford County and across Connecticut. The solicitation (#13784) is open to all licensed child care centers, group child care homes, and family child care homes in the state, with the primary objective of expanding access to early childhood care. The contract period runs from July 1, 2023, through June 30, 2024, with applications accepted from February 16, 2023, at 1:00 PM EST until March 29, 2023, at 12:00 PM EDT. Evaluation criteria will prioritize programs located in child care deserts, socially vulnerable communities (with CDC scores > 0.4), and those currently accredited through NAEYC, NAFCC, Early Head Start, or Head Start programs. Successful applicants will receive a direct contract with the OEC and must meet all OEC contract requirements and General Policies, with the ultimate goal of increasing accessibility to infant and toddler child care for low-income families.
The solicitation does not explicitly outline specific set-aside designations or restrictions beyond the geographic and accreditation priorities mentioned. All licensed child care providers in Connecticut are eligible to apply, with no apparent limitations for disadvantaged enterprises. While the documentation does not list incumbent vendors or specify existing infrastructure requirements, the RFA includes several supporting documents such as an Expansion Guide, Award Tiers information, and a CAATI Desertification Index with Social Vulnerability Index (SVI) for FY24. The total contract value is not specified in the documentation, and payment terms are vendor-specified with Free On Board Destination delivery terms. The funding is intended to support the expansion of infant and toddler child care spaces, with priority given to programs that can demonstrate their ability to serve low-income families in underserved or vulnerable communities, though specific budget ranges or award values are not detailed in the solicitation documents.
