About this opportunity

The Maryland Department of Health Office of Preparedness and Response has issued a Request for Application (RFA) for fiduciary services supporting the Hospital Preparedness Program (HPP) Cooperative Agreement for Fiscal Years 2024-2028. The procurement focuses on providing comprehensive support to regional healthcare preparedness coalitions (HCCs) through fiduciary services, training, funding, and technical assistance to enhance emergency preparedness and response readiness. The primary objective is to support collaborative planning activities that prepare healthcare systems to respond effectively during emergencies and disasters. The RFA requires potential contractors to facilitate and document HPP-funded preparedness activities and purchases across Maryland's healthcare networks. Interested parties must submit their proposals by March 3, 2025, with the initial posting occurring on February 6, 2025. The contract will be awarded through a competitive application process overseen by the Administration for Strategic Preparedness and Response (ASPR), with a specific focus on implementing collaborative emergency response strategies.

While specific set-aside designations are not explicitly detailed in the provided documentation, the contract appears designed to support regional healthcare coalition infrastructure through a fiduciary services mechanism. The procurement is linked to a federal cooperative agreement, which suggests potential preferences for local or state-based organizations with demonstrated healthcare emergency preparedness expertise. The contract is part of a multi-year program spanning from 2024-2028, indicating potential for long-term engagement and sustainable funding. Although precise budget ranges are not specified, the scope suggests a significant investment in healthcare emergency preparedness infrastructure across Maryland's regional healthcare systems. The contract will likely require demonstrated capabilities in financial management, emergency response planning, and collaborative healthcare system coordination.
