About this opportunity
NYC Health Department, on behalf of the Public Health Service and as the recipient of RWHAP Part A Emergency Relief grant funding from HHS's HRSA, is soliciting proposals for Food and Meal Services for People with HIV in NYC (Service Category 1), with proposals due September 22, 2026. Funding for the related Medical Nutrition Therapy Services (Service Category 2) is contingent on applicants securing awards in both SC1 and SC2; therefore, applicants pursuing SC2 must submit complete separate proposals for both service categories simultaneously.
The scope encompasses food insecurity mitigation and nutrition services delivery to people with HIV across NYC, addressing directives from the NY HIV Planning Council aimed at engaging and retaining PWH in HIV treatment and care. SC1 applicants who intend to pursue SC2 must submit two full proposals with all required documentation for each service category in a single submission cycle.
The procurement supports eligible applicants serving the New York EMA, one of the metropolitan areas hardest hit by the HIV epidemic. Geographic scope spans New York County and other eligible jurisdictions within the NYC Health Department service area. Place of performance and specific service-delivery requirements, staffing qualifications, measurable outcomes, and performance metrics are not detailed in the source material. Contract value, term, and incumbent information are not provided. No evaluation criteria weighting or additional procurement timeline details (questions deadline, pre-proposal conference, or anticipated award date) are specified in the source.
Opportunity text
The NYC Health Department is the recipient of the RWHAP Part A Emergency Relief grant from the U.S. Department of Health and Human Services (HHS)'s HRSA. These funds are used to support core medical and support services for PWH in eligible metropolitan areas (EMAs) hardest hit by the HIV epidemic. The NY HIV Planning Council recently approved two new directives aimed at supporting PWH in the NY EMA. The first directive, Food and Nutrition Services (FNS) aims to address food insecurity and meet the food and nutrition needs of PWH living in NYC. The second service directive, Legal Services was developed to improve access to Legal Services directly related to HIV in order to engage and retain PWH in NYC in HIV treatment and care. PHS, on behalf of the NYC Health Department, is soliciting proposals from eligible applicants in response to the two new NY HIV Planning Council directives via three service categories: • Service Category 1 (SC1): Food and Meal Services for People with HIV in NYC • Service Category 2 (SC2): Medical Nutrition Therapy Services for People with HIV in NYC o Funding for Medical Nutrition Therapy Services for People with HIV in NYC (SC2) will only be available to applicants who submit a proposal and successfully receive an award for both Food and Meals Services in NYC (SC 1) and Medical Nutrition Therapy Services in NYC (SC2). Therefore, applicants for SC2 must also apply for SC1. This includes a separate, complete proposal submission with all the required documents needed for SC1 along with a complete proposal submission with all required documents needed for SC2. • Service Category 3 (SC3): Legal Services for People with HIV in NYC
