About this opportunity
The California Department of Transportation (Caltrans) has issued an Invitation for Bid (IFB) #01A6585 for a Revenue Agreement to collect and dispose of recyclable scrap metal in Humboldt and Mendocino Counties. The contract, which will run from January 15, 2026 to January 14, 2029, requires a contractor to provide labor, materials, supplies, containers, transportation, and equipment to collect approximately 400 gross tons of scrap metal from four specific District 1 locations. Key deliverables include collecting, removing, and recycling scrap metal on an on-call basis, with the contractor required to pay Caltrans based on a competitive percentage of American Metal Market rates. Mandatory qualifications include a current and valid California Motor Carrier Permit (MCP), a Weighmaster License, and a current subscription to the American Metal Market. The bid is due on November 13, 2025, with a bid opening at 2:30 p.m. Pacific Time, and the proposed award date is estimated for November 20, 2025. Contractors must submit monthly reports detailing collected materials and corresponding revenues.
Caltrans has established specific participation goals and incentives for this procurement, with a 25% Small Business participation goal and opportunities for disadvantaged businesses and disabled veteran businesses (DVBE). While DVBE participation is not mandatory, a DVBE incentive will be applied to bids. The contract encourages participation from small businesses, disadvantaged businesses, and disabled veteran businesses, providing potential opportunities for diverse contractors. Contractors must demonstrate specific capabilities, including providing their own containers, removing scrap metal, weighing loads, and maintaining detailed reporting mechanisms. Although a specific contract value is not explicitly stated, the revenue agreement structure suggests that the financial opportunity will be tied to the market rates for scrap metal and the contractor's competitive percentage. The geographical scope covers multiple jurisdictions, including Humboldt County, Mendocino County, Humboldt Hill CDP, Torrance City, and Mendocino CDP, indicating a comprehensive regional approach to scrap metal collection and recycling.
